Belton TX · Fort Hood area county clerk, free DD-214 recording and certified copies
Bell County records a veteran's DD-214 at no cost and returns the original after recording, giving Fort Hood-area veterans a permanent local source of certified copies for VA claims, property tax exemptions, burial and employment. Copies are released only to the veteran and other persons authorized under Government Code 552.140, who can obtain a copy or certified copy free of charge. To order a copy, send the county's DD214 application form with a copy of your photo ID by mail to Bell County Clerk's Office, Attn: Vital Records, P.O. Box 480, Belton, TX 76513, by email to Vitals@bellcounty.texas.gov, or by fax to 254-933-6072 or 254-933-5176; 254-933-5165 is the clerk's Vital Statistics line, which handles DD-214s. If you never filed one locally, the county notes you can get a certified copy from the National Archives and then record it in Bell County at no charge; the office is at the Bell County Justice Center, 1201 Huey Road, Belton, open 8:00 a.m. to 5:00 p.m., Monday-Friday.
Austin TX · Travis County clerk, free DD-214 recording and certified copies
A Travis County veteran can record a DD-214 or discharge with the County Clerk at no charge — the clerk's own fee schedule lists Discharge/DD-214 as "No Charge" — creating a permanent local record so certified copies can be pulled later for benefits, burial, property tax exemptions and employment without going back to the National Archives. Texas Local Government Code 192.002 requires the clerk to file a military discharge without cost, and Government Code 552.140 makes a discharge recorded on or after September 1, 2003 confidential for 75 years, releasable only to the veteran and other qualified persons. Recording is handled at the Civil and Family Courts Facility, 1700 Guadalupe St., 4th Floor, Ste. 4.300, Monday-Friday 8:00 a.m. to 4:00 p.m., while the Recording Division's main office at 5501 Airport Blvd., Ste. 100B is temporarily closed with only plats, research and copy requests by appointment — call 512-854-9188 option 7 or email recording@traviscountytx.gov before you go.

File your original DD-214 with the county clerk so you can pull certified copies for the rest of your life without going back to the National Personnel Records Center. Texas law sets no fee to record a discharge (Tex. Local Gov't Code sec. 192.002) and keeps the record confidential for 75 years; copies are released only to the veteran or a qualifying family member, guardian or representative with photo ID, using the clerk's "Request for Copy of Military Discharge Form." Recording and Vitals counter is at the Texas Trail building (not the Justice Center), 8 a.m. to 4:30 p.m. Monday-Friday.
